"desc": "簡單來說，在數位生產層面，政府主要在「人」、「物」上雙管齊下。<br><br>人的訓練，包括智慧農業概念推廣與人才訓練──以智農聯盟與集團栽培為願景；「物」的部分為除了資通訊技術研發外，也加入AI智能設備於農場硬體設備，諸如智能機具、機械手臂、感測器或其他智慧設施等。<br><br>舉例來說，在農機具農業設施、土壤、作物等基礎上，導入感測元件（如：生物感測、環境感測及影像辨識等），並結合網路後續的數位服務：將蒐集到的感測數據（如：溫溼度、光度、二氧化碳、土壤濕度、蟲害等）上傳至雲端資料庫，進而成為大數據分析資料庫，節省農業勞動成本並降低環境不確定性帶來之風險，達到精準農業目標。",

"desc": "推廣智慧農業時，臺灣面臨了那些瓶頸、困難或迷思？臺灣從農者平均年齡偏高，對科技、電腦與手機之操作相對陌生，且投入智慧農業所需資金設備有一定程度之門檻，即使政府提供補助，以家庭為單位的老農或小規模農場，投入智慧農業的意願可能較大規模農場低。<br><br>這些問題不只在臺灣，國外推廣智農時皆曾碰過類似困境，如日本官方自2014年正式推動AI農業時，便曾發現因農業整體產業規模小，導致成本不易降低，促使小規模農場難以投資；資訊安全與資料外洩風險、智慧財產權之衍伸問題，也成為發展疑慮之一；而不同系統間資料難以互用也對通用性造成阻礙。<br>",

"desc": "臺灣推動過程，發現「新科技過於艱澀、投資成本過高、只有農企業才做得來」。不同於歐美大規模農場，臺灣多是小型家庭農場，無法馬上投入高成本發展成「科技農企業」。吸取國外發展經驗，政府與民間注意到這點，有所調整。<br><br>近年，政策面強調「智農聯盟」。「智慧農業」不是僵化的，而是彈性的概念工具。有共識的民眾，可依各自條件調整加入，形成區域資料與農產品質之共享社群。進而，搭建平台成為重要一環。農委會農試所積極發展適合臺灣的技術，轉移民間。各地方政府亦與在地大學合作，推動產官學連結之平台，聯繫第一線的需求與新的科技。",
