"desc": "<div>1945年日軍戰敗，中國獲得勝利。抗日戰爭時，大批軍人為國奉獻，然戰役結束後，軍人部隊之扶養則成為國家之沉痾。對戰後軍人之處置，國民黨政府在中國時已有過失敗經驗，例如「（於戰地）就地解散」帶來的後果，便是「流浪軍人」。<br>「流浪軍人」是軍人家庭苦笑中之自稱，當時中國地廣人稀、交通不易，來自中國四面八方的軍人們，連返家交通都成為問題，只能散落各處成為流浪。<br></div><div>軍人戎馬一生，許多人不曾讀書識字，曾經拿刀拿槍的雙手，在戰亂結束後，反倒一片茫然，生活無所依靠，有些人有家歸不得，連「家在哪裡都不知道」了。<br></div><div>如此情勢在國共內戰時受中國共產黨之利用，「就地就散」令戰後軍人身心上皆無所依歸，中國共產黨則利用了軍人們的「被拋棄感」與失望，誘哄百萬大軍加入共產黨之部隊。</div>內戰紛亂直至1949年，國民黨政府戰敗，大批軍人遂隨部隊來到臺灣。",

"desc": "<div>然而來到臺灣，並非一切問題都獲得解套，曾參與戰役的老兵們，仍面臨退役後生計之問題。蔣經國先生為安置退役軍人，解決這批正逢四十多歲之男性壯年們就業問題，遏止其暴動之可能性，而成立退伍軍人輔導就業委員會（即今日退輔會）。<br><br>為令軍人於陌生土地上安身立命，當時規劃了許多方案，提供土地，輔導退役軍人至各處耕作，最遠如到梨山。</div><div><br></div><div>「慈雲墾區」即為這些方案其中之一。</div><br>",

"desc": "<div><i>─慈雲墾區即為集體農場，以「家戶」為主要申請條件，在背後未曾被言說的，是老兵們的婚嫁議題─</i></div><div><br></div><div>自對日抗戰、國共內戰、國民黨政府攜軍人「退守」臺灣，在這段漫長的戰亂中，不同軍階的軍人們的婚姻受到各種限制，造成不同影響：</div><br><div><b>(一)無法成家的士官與士兵</b></div><div>過去軍官雖可娶妻，然為預防家庭因素帶來戰力流失，士官在50歲前不被允許娶妻成家，退伍後才能結婚；據聞韓戰時期，似有許多單身士兵，為傳宗接代而裝病逃役。</div><br><div><b>(二)在臺成家的配偶對像：寡婦、殘疾與原住民少女</b></div><div>集體農場的家戶墾區，以家庭為申請條件，對部分軍官而言，無論在中國是否有元配，只要妻子不在身邊，皆須想辦法盡速成家。然而，許多漢人家庭不願將正值芳齡的待嫁女兒，嫁給年近五十歲、普遍給人花錢大手大腳的「街頭流浪軍人」。</div><div>因此，許多老兵們迎娶對象為寡婦、二婚者、原住民婦女或殘疾人士，甚至有部分老兵，因不願意娶「殘缺的」的妻子增加負擔，而選擇單身。</div><div><br></div><div><b>(三)逃難情境中的婚姻組合</b></div><div>外省籍太太，或因戰亂在離島相逢的男女，因戰時僅軍人眷屬能搭輪船逃至臺灣，在主動或被動情境中嫁給軍人。</div>",

"desc": "<div>拓墾改地與學習耕作過程中，軍人家庭們「學習務農」的來源有幾個：包括今日臺東農場花蓮分場之協助、四健會之輔導，與吉安農會。墾區作物選擇、耕作與施肥方式，多由農會與四健會輔導，在嘗試與實踐中轉換，退役軍人家庭種植作物，多以稻米、地瓜為主。</div><div>然除去稻米，民國60年前高家曾種過甘蔗 ，65到70年間種過棉花（有人輔導與收購），但為期至多3年，經濟效益低，墾區家庭難以維生。到民國60年間，越來越少五十甲人在種田（高姓退役軍人後代訪談，2019年11月11日）。</div>",

"desc": "<div>五十甲人分為三組。數名退役軍人後代皆指出，五十甲以所在區域分為三組人，三組的範圍大小不盡相同，但也因空間大小差異及用途衍生出農業合作方式。</div><div>五十甲許多孩子的童年，在炸藥聲與推石、撿石中成長。上學之餘，他們天天要照顧牛隻與豬隻、至山上或相思樹下撿柴與提水等工作，空閒時到曬穀場前的空地玩耍。</div><div>五十甲第二組的曬榖場是家戶前的空地，誰家先有收成眾人就會輪流幫忙作為換工，割稻後以腳踏車、牛車運稻到打穀機處，以麻袋裝回，堆在家門口前之曬場曬乾，爾後裝袋至風鼓機作業。</div>(高姓退役軍人後代訪談，2019年 11月11日)。<br><br>",

"desc": "<div>五十甲人在農場、農會、四健會指導下務農學習經驗，如早期一般農民使用氮肥，因無務農經驗，部分五十甲老兵是最早聽從農會輔導該氮磷鉀混合比例肥料的社群，一度收成比其他人更好。跟隨農會輔導農作，作物能以保證價格收購，較有保障。</div><div>然即使如此，多數老兵家庭的軍旅背景出身，家戶務農經驗匱乏，加上勞動力不足、所得利潤低、天災蟲害無法掌握等，石頭堆與雜草成為五十甲人的噩夢。最終，在退輔會開放農地放領後，進墾滿10年之五十甲家戶，旋即租地或賣地之結果。</div>",

"desc": "民國60年代後，五十甲人開始賣地或租地，此時五十甲人逐漸開始租地給周遭農民，每甲地租金約1萬，半年收一次，但會視對象與交情改變價位。受訪軍人家庭曾提過「土地一放領」，許多人因為太窮而賣地，當時每甲地約100萬，至晚期則變成每分地1、2萬左右（岳姓退役軍人後代訪談，2019年9月20日）。<br><br>約於民國70多年可田地放領，逐漸開始有有錢的外地人便宜收購（具體指出民國76年，4000坪土地約205萬），另有少數狀況為家戶欠錢而被農會拍賣（高姓退役軍人後代訪談，2019年11月11日）。 <br><br>慈雲墾區在民國50年後開放退役軍人申請（另一說為民國49年即公布），若進墾滿10年，約莫於民國60年後可進行買賣。另一方面，退役軍人後代曹新生也指出，民國60年後田地報休耕有補助可拿，因此也有人覺得「契作划不來」而選擇休耕領取補助<b>*[註1]</b>。 <br><br><div><b>*[註1]民國70年代末至80年代開始，土地可出租也可買賣，老兵初代逐漸離世，青壯年也多認為「在家種田沒出息」、「發不了財」，五十甲土地幾乎轉為租予其他農人或賣出（曹姓退役軍人後代</b><b>訪談，2019年11月9日），蓋農舍逐漸成為趨勢，進駐五十甲地區，乃至整個干城村的人們都產生變化。</b></div><div><b>在經過環境生計的規模變動後，干城村的社會組成又產生變化，文化面貌益發多元。</b></div>",

"desc": "<div>退輔會開放土地放領後，土地買賣現象逐漸普及，除去被安置在此的外省軍人外，也吸引了聽聞「花東收成好」的漢人移民，包括被稱為「前山仔」的西部福佬農民與不同時期遷入之客家人（客家移民中，另有少數於戰亂時期，聽聞台灣生活好、來自廣東沿海的「河婆客」亦輾轉遷移到干城），原住民亦在此誘因下於干城購買土地落地生根，今日干城村的阿美族「哈基濘部落」便是此類「新興原住民部落」。</div><div><br></div><div>然而在他們之前，在沒有文字的歷史中，最早與今日「干城村」發生過關係的，可能是初音山間遊走的太魯閣族人、也可能是七腳川社強盛時期的阿美族人，但沒有文字記載，亦沒有固定的生活痕跡。</div><br><div>吉安鄉公所的「吉安客庄旅遊規劃報告書」中，有耆老針對該段歷史進行口述，指出國民政府遷臺後以興建靶場名義，徵收已開墾完成之土地並發放給軍官，將原客家移民外遷至無法耕作的木瓜溪浮覆區，大批客家住民遷徙外地與南華村，造就今日干城村外省人口比例高，及老一輩南華村民無法諒解國民黨政府。<br></div><br>",
